Frost Nova doesn't always freeze

This is not an issue with Frost Nova but with the NPC in question: Scarlet Vanguard.
I have tested Frost Nova 50 times on other creatures in packs of 5-10 and did not get the same result.

I've noticed it does not have anything to do with the Scarlet Vanguard. I tried kiting multiple mobs of multiple types and they showed the same behaviour (not getting rooted when they are supposed to). Not sure what causes this yet.

The creatures I tested with were the ones in Hillsbrad Foothills on the bluffs. Frost Nova worked 100% of the time. If you have different results, please test in this area too.

I've had the same problem, and Antz has identified the problem.

Yeah, I've been talking with @antz about this. I've been working on the issue ever since. Not nearing a fix anytime soon.

This affects almost any mob. It does damage but won't freeze the mob. I'll speak with Antz and maybe help out here once I finish my current tasks.
