i only can relay on informations i got cause i dont have an hunter on blizzard. if someone has more detailed information about it feel free to post

the values are mainly from elitejerks forum and some from blue posts out of the wow europe forum (for example Spirit Strike and i think scorpid poison too) i found the info that all should scale with AP on elitejerks forum too. without the patch all abilitys take 0 bonus from ap.
