Is it possible to not allow creating some class (not appear in class list)? For example unable to make Hunter?

You can do it only modify sources (add check to prevent creating chaarcters with selected class) in WorldSession::HandleCharCreateOpcode

It's the server who send class list?

When you select client send class/race pair to server and server can allow created or send back error message.
