The Seal of Justice must stun the enemy about 4-5 times a minute.

It's 2 times a minute now.

Nice idea, but "unfortunately" I can instantly post you a few sites (including official american forum) where user stated it's around 7-10 PPM. I'd say definately rise it to 5 and someone with an official account should grab the addon "proc watch" and look for the exact real numbers.
