what about giving more details? For example what database are you using, what lvl you have when you try to learn Journeyman riding, and so on.

database problem, YTDB is a good database but... sometimes... buged somethings in updates

there's core issue with some mount spell at trainer like

if player allready know riding skill cant learn spell

Then trainer must also have in trainer list to fix

same with druid flight form

maybe other.

Dont know if possible core could check if player has skil> teach only mount spell
