Handle Effect 3 Targeting Spells

Lots of effect 3 spells are used for target selection, examples are:

39992: three targets in a cone (must be player)

41294: the nearest target (must be player)

and effect 140 I think is used to only on one target, although there are no target number limit, examples are:

45391: used 140 on one random target

sometimes 3 and 140 are used together, such as

41294: effect 3, select the nearest target, then effect 140, used on this target
