[BUG] 0.12 Branch Portals No longer working

Current behavior:

The upgrade from Mangos 8569 to 9198 on the 0.12 branch seems to have broken all portals. In particular, the portals in Shattrath, though all appear to be non-functional. Clicking on a portal causes text to appear under the portal "locked". No player or GM can use the portals.

Proper behavior:

Clicking on the portal should transport you to the location of the portal.

upgrade more, it must be fixed recently. It has been same problem that fixed at master also recently abd fix already backported.
