Flying without a flying mount, is that a bug?

How it SHOULD work: normal players (GM level=0) could not fly without a flying mount

How it DOES work: some players did fly on outland without a flying mount

most likely the players using a hack,

rarely in the two Kael'thas encounters there sometimes happen a fly-bug to players.

Look at auras on player, if no mounts auras - fly hack. If mount aura persist, but mount not exist - you don't have creature_template with proper data for this mount spell.

There is not any flying or mounting aura and those players were not in encountering kael'thas. I think they use hack tool. What can i do?
