Dual spec training

Anyone know how to make the trainers teach dual talent spec? Some of them have it and some don't and I can't figure out how to make them teach it for the life of me.

Strange i haven't encountered that kind of problem,first dual talent spec was missing,i got if fixed when i updated my mangos core.
