Talent Improved Scorch doesn't work at all.

Description of bug: if you use Ice Block(IB), fire vurnerability(FV) doesnt proc anymore from scorch

How to repeat: start kiling a mob, get 2 FV on him, cast IB, right click IB buf to take it of, cast scorch.

How it should work: improved scorch should still work after using ice block
