[10422] Learning all spells from trainers which players aren't supposed to learn

Players can learn all spells from trainers which they havn't even specced , like mages can learn ice barrier without filling talents , rogues can learn mutiilate etc ...

was working fine on r10400 ,

i did no db changes ;o

ye also at rev 10408 currently what im using its fine, tnx for the report will wait to get this fix until update my core again
