ICC empty

I'd like to add ICC to my server, but i can't find de files or a way to do it, how can i "fill" icc, and i want to know why when I want to enter Ulduar or Naxxramas even if I'm in a raid and I'm level 80 i can't enter )=, i don't want to change (Instance.IgnoreLevel = 0 or Instance.IgnoreRaid = 0) that would make a fun server )= i want to fix it , if any1 can help me with those problems thx.

likely missing data in your database.

both UDB and YTDB have these instances spawned, so check with your DB provider, doesn't seem to be a mangos (core) problem.
