Fresh Install question about quests

Hello,

new server just finished yesterday ....A great pleasure to join your community

A quick question concerning quesst:

Some quests seems broken .....It is Because the project is still in development or is it just me who have not fully done a good job....?

an example : the quest " the endless hunger " id 12848 can't be finished...... i am unable to kill the npc requested.... ( can't attack npc)

I have seen other quest from other world/race who have same troubles..... any idea or help will be highly appreciated

Ask these people. Mangos doesn't include any quests.
