I set up config to

AllowTwoSide.Accounts = 1

AllowTwoSide.Interaction.Chat = 1

AllowTwoSide.Interaction.Channel = 1

AllowTwoSide.Interaction.Group = 1

AllowTwoSide.Interaction.Guild = 1

AllowTwoSide.Interaction.Auction = 1

AllowTwoSide.Interaction.Mail = 1

AllowTwoSide.WhoList = 1

AllowTwoSide.AddFriend = 1

TalentsInspecting = 1

but i can't heal anyone in party, i have him in target but still nothing

they aren't ignored, this is a (wotlk-) client restriction, there is some patch in core-mod section which might still be usable

I've had the problem were one faction can't target the other with beneficial effects, even in group. You can't hand things over, you need to mail them. Minor inconvenience, you need a main healer of both Horde and Alliance side. It is nice to have all my testers in both factions in the same guild though. No hitting the who tab and hitting refresh over and over to see if the connection worked.

Schmoozerd already comment. options allow _server-side_ part. But its can't prevent client restrictions.
