Howdy
What Does This Patch Do: This patch basically allows you to increase/decrease the time required for players/pet to cast spells.
What Revision: 5824
Who is Doing This: TheTourist
Example:
Holy Light Rank 1 - Takes 2.5 secs to Cast with the Rate.Char.CastSpeed set to 1.0
Holy Light Rank 1 - Takes 1.75 secs to Cast with the Rate.Char.CastSpeed set to 0.7
Obviously setting the rate too low is pointless as each "tick" is at least 1 second.
I did this really just to see if I could successfully make a conf setting - which seems to have worked out alright!

From my point of view there isn't a lot that would need to be changed in the code. For the greater part it's quest editing and spawning. If you keep on using the same items and creatures (which I would strongly advise if you wish to complete this thing while we are all still alive ) that's already a lot of DB work done for you.
Using the Event system you could create a really living vivid world, such as thieves appearing on city streets at night etc.

End of the road? Nope, certainly a lot harder going forward.
But those who want to continue working on an "official" database will make a plan. Honestly I think the real solution is to create a truly unified database, that can be exported to any format for whatever application that requires it. But that is mostly a pipe dream.
