i loged in game as a dwarf character and was able to loot mobs killed by npcs at the start location, i tested it on level 3 and level 0 accounts same, then i killed 1 mob to make sure that it cannot be looted by other character and no, that applies only to mobs killed by npc are lootable by anyone, not sure if that happens everywhere as i dont remember where else npcs killing mobs to check, but at dwarf start location it is buged.
