[patch][7564] fix WorldObject::HasInArc()

This patch fixed the problem that an object that tests HasInArc() for itself must be facing north to return true.

With this patch, HasInArc() tested on self will always return true.

Tested this with shadowmeld and it fixed it. Dunno if there are other problematic cases that are fixed by this patch.
