How it SHOULD work: Gives your Chill effects a 15% chance to freeze the target for 5 sec.

How it DOES work: It doesn't work. Frost spells doesnt' freeze targets.

I've got the same problem here. I tried to fix it, but all I found is a rewriting of diminishing mechanics, but that don't seem to be the problem.

Hope someone will be able to help...
