[BUG] Power Word: Shield

How it SHOULD work: Places a shield on the target, absorbing damage.

How it DOES work: It doesn't seem to be scaling properly with spell power, it should receive 80.68% + another 40% from Borrowed Time. It also should scale with any other +% healing talents such as Twin Discipline, Spiritual Healing, Mental Agility, etc since the spell seems to be considered an instant cast healing spell.
