Curse of Thule Does not effect

How it should work: Curse of Thule is cast by mob (Rot Hide gnolls found in Tirisfal Galdes) with itself as the target. The negative effect (-2 to spirit for 2 mins) is felt by the attacker.

How it does work: The spell will only cast, and effect, the mob casting it. Eventai scripts will only execute if the target of the spell is the casting mob (which is how it should be) but the debuff is not passed to the attacking player.
