[Mage] Ice armor

When we have on oneself Ice armor and we have any shield ice barrier or mana sheld, chill efect dosn't works and isn't slowing the opponen. Works only when we are getting dmg.

second bug he relies on it that when applies chill efect sometimes should proc Frostbite (freezes target) and Fingers of Frost (makes next two frost spells act as if target is frozen), But it doesn't work.

where I am playing is Mangos 9832+ but the ones bugs were from always what I remember
