[enhancment] Moving Creature_respawn Table To Characters Database

Hello.

Since MaNGOS split up mangos db into world db and characters db, I noticed today, that `creature_respawn` table is in world db. This is more or less non static character related data and should be moved to charaters db.

it's not really character related. only relation is creature_spawn_respawn->creature_spawn->map_instance which is stored in character db maybe for future relation map_instance->map_instance_creator

It is character related. Maybe not so important. Like the `corpse` table. But character related.

but it is dependent of creature table because it uses guids of creatures

the characters database should be usable with any mangos database, it should'nt be linked with anything that only fits to one mangos database
