[10609] Killing Machine

Mangos Version: 10609

Bug: The DK talent 'Killing Machine' procs nearly 100%.

One point in this talent is sufficient to have this buff up almost all the time.

How it should be: Proc chance should be adjusted

This should have ppm set in spell_proc_event.

I fixed it like this on my server:
