This patch is based on spell-description (case 39992) and old hackz in sd2-code (case 39835)

Two TODOs:

1) from wowwiki description spell 39992 should target enemies in a cone, this is NYI (and I don't know how to do so)

2) effect 39835 triggers 39968, and I guess this one should be triggered with original caster, but this currently conflicts to the way TARGET_ALL_FRIENDLY_UNITS_AROUND_CASTER works (friendly check based on original caster's faction)
