[fixed][Bug] Server is spaming players' mailboxes.

Database Name and Version : UDB r399

How it SHOULD work: Players should receive a mail regarding emblems vendors in Dalaran once.

How it DOES work: Players receive this mail at EVERY login. Deleting doesn't help. At next login server generates a new one.

EDIT1: The mail is an achievement reward for Emblematic Achievement.
