[fixed] If quest require a no quest item = quest unfinished

This problem is very old on my server.

When you have a quest that asks an item that is not a "quest item", the objectives are completed normally, but when you are in front of the npc you cannot click on "terminate" it doesn't work. When you click the button, it seems to do nothing at all, and the quest is unfinished.

This problem happens with all the quests that require a non quest item.

I found a solution but it's not very cool for players, they have to get the objectives before getting the quest and then it's works

In fact problem mostly related to quest start item. Must be fixed in [11438]. Thank you for report.
