related spell_proc_event table filled by mangos team, so _must_ have exactly same values in any mangos DB project.

just re-add related table content from mangos.sql. Ofc not all mangos.sql but only referenced table.

Final Test, I discovered that sacred cleansed if it works.

BUT this OVERBUG.

cleanse work, when present any buff. when it should only work cleanse when present debuff.

so "sacred cleansed" gains spamming cleanse without a debuff. only need a buff, like that Blessing of Kings

to dispel the priest, operates similarly. Not so the other cleaning mechanism.
