It is posible to not allow players under lvl 58 teleport to outland or, if they teleport there, mangos auto teleport them to bootybay ?

teleportations are spells, maybe you should try to add an if-condition to the spell handler which checks if it is a teleport-spell and then breaks bevore casting the spell...
