No pvp zone

Is there anyway of making a zone non pvp? I have been trying to change in AreaTable.dbc or whatever it is called. To flag 19496 but nothing is changing whatsoever.

Is there a way to change it into a sancurary for both factions? Through C++ or something or is it impossible because non pvp areas weren't added until tbc?
