Its seems to be a PHPBB3 forum that uses this skin (http://pbwow.com/forum/), looks like he is taking credit for someone else's work, though i may be mistaken.

even if it was true that they moved the realmlist domain within the binaries, then all it would take is editing the hosts file to point the domain to a different ip. so problem solved.
