somebody help me please~

I did the following steps： first，I copy a exists spell as a new spell，just change the new spell's id different. second，I make a new item which trigger the new spell. thrid，put the spell.dbc into Client's dbc.MPQ When I use the new item ，it should trigger the new spell，but it does not！and then I use other item or spell，game shows：Another action is in progress. How to fix it？ Thanks.
