Dave is right. You could easily base your addon off of MangAdmin (which is pretty outdated). Just add the availability of the new commands, bring up the compatibility with the most recent version of WoW, and you'll be laughing.

The 0.12 branch of Mangos is the last "stable" release, however it is only for the 2.4.3 client. If you want good stability, use this one, however I've normally found that most of the daily updates are just as stable, depending on your settings and which patches you use.
