[Paladin] Judgement of the Crusader not working properly in PvE

Judgement of the Crusader should be have the same ratio, depending on the casted spell, in PvP and in PvE. Actually, in PvE, 100% of the bonus given by the judgement is applied to the spell. This gives a great bonus to DPS paladin which should be considered as a bug.
