The Active Agent does not work. (Quest ID 5213)
The Scourge Data chest (Object ID 176249) does not spawn anywhere in the Ziggurats in Stratholme so the quest item Scourge Data (Item ID 13176) cannot be obtained and the quest cannot be finished.
The chest should spawn in a random Ziggurat after killing the boss in front of them..
