Quest 12698 is broken...
The item you throw at the miners does nothing. I have thrown it at them and waited for it to despawn, thrown it at them and killed them while within range of it, and even thrown it onto corpses. Nothing works. The quest cannot be completed. This is a core quest for DKs and as such only a GM may proceed. A normal player would be stuck.
