Quest "Take Down Tethyr!" # 11198
Biggest issue is the cannons cannt be interacted with, so you cannot kill this NPC.
however....
This one is wonky.
Accepting the quest "SOMETIMES" will spawn tethyr "Creature 23899
Sometimes it will spawn, 2 or 3 of him "at least it did for me"
and most of the time, he does not spawn at all.
