Lordaeron shrine : Can't obtain buff. Another action in progress.

There is an object in EPL, that appears after a player tooks control under Northpass Tower: Lordaeron Shrine (object=181682 or object=181955 (?- both from wowhead and other dbs (clarification needed))). 
It is supposed to provide a buff Lordaeron's Blessing (spell=30238), that gives 5% hp buff in EPL + also inside Stratholme and Scholomance. 
For now if you try to use an object only phrase "Another action in progress" appears. 

Checked:
Quantity of towers held not affects the result (and suppesed to internet -- should not). Same result appears to be with 1 tower held (that spawns an object; 1st vid) and with all 4 towers held (2nd vid).
