Devastate + Elemental Mastery bug

I have problem with those 2 skills and i dont know how to fix it Tried and nothing...

1. Devastate warrior skill, does not stack Sunder Armor

2. Elemental Mastery talent from elemental tree ( shaman ) Sometimes crit...sometimes not...

Any1 have those problem and solved it?
