spell_proc_event not working

As I read on the zero wiki page, the spells with the following aura's only work in the spell_proc_event table:

SPELL_AURA_PROC_TRIGGER_SPELL (42),

SPELL_AURA_DUMMY (4),

SPELL_AURA_OVERRIDE_CLASS_SCRIPTS (112)

So how do you adjust the proc chance of aura's that do not have the above described aura's?
