Item use condition changing

Good Evening. Im facing one problem. I do want to change for example Heartstone to not be able for usage during combat. Can anyone help me where and how i can modify it so this item wont be available during combat? Ill appreciate it very much.

Hearthstone item should cast the real hearstone spell which has a script effect, have a look there
