Thats what i'm getting, but the mmaps folder is empty...this is on the latest develop21 using windows and visual studio express 2015 as a base...i did compile it as a 64 bit, is that the issue?

Move a copy of ace.dll into the directory that contains movemap-generator.exe and try again. I had a similar issue when it came time for the script to generate the movemaps. I got the blah blah blah recreated map message too... after moving a copy of ace.dll into my build dir, script ran from start to finish without issue.
