Turns out it's spellcharges_1 field for item entry 17204. Currently it's set to -1, setting to 1 allows the item to be used. -

Changed Type to Database Changed Category to Item -
When using the Eye of Sulfuras to combine it with the Sulfuron Hammer, it doesn't do anything and says the spell is not ready, or something along those lines.
