I think, that all paladin seals does not have their effects, only effect, thats left is damage from judgments and judments too does not have aditional effeckts - there is no differance which judgment you use only damage is applied.

If I remember correctly - this quest could be taken from notice board either near church enterance, or inn's enterance. (There are two such gameobjects at location) One near inn is hard to notice, if you don't know what you are looking for.
