Should be:

cmake .. -DSOAP=1 -DDEBUG=$P_DEBUG -DUSE_STD_MALLOC=$P_STD_MALLOC -DACE_USE_EXTERNAL=$P_ACE_EXTERNAL...etc...

My apologies if I have screwed up and missed an option somewhere, but it's not in the main menu system of options (where Debug and such are). Either way, when compiled normally without this change, SOAP does not compile for MangosZero.
