The buff activates but the spell is uncastable
This is an issue listed on the github issue tracker for Three. I have confirmed a while back that it did exist. I haven't tested it in the very latest code but I think the problem still exists because I haven't seen any code addressed to fixing it.
Problem:
Arcane missile changed in Cata to being a 0 mana spell that casts after a buff is triggered. The buff looks to trigger but the spell is not castable.
