there is linux and other platform build options, the stuff that comes whit the branch when you get it just has windows stuff in it to simplify it for windows users

I cant see wy it cant run on windows 8.1 it should by what I know as long as you have all the prerequisites to build it

Okay. I just read on a wiki page that it had to be something like Windows Server for the Windows binaries. I just got it running on my Debian system and my wife was interested in putting it on her Win 8.1 system.

Yes, there's nothing stopping you from running the server in a desktop environment
