mangos one Ability not reflecting cooldown

So I changed the cooldown on ability to 3 seconds from instant. In the skill description it doesn't show that it has a cooldown and it doesn't show the skill grey'ed out while its on the cooldown. But the skill does work correctly and takes 3 seconds before it can be cast again. I changed the cooldown in spell.dbc and restarted the server but not sure whats going on.

And on a quick side note is it possible to change the type of skills certain pets can learn from beast training that were previously learned. Like if I try to teach a crab bite it says that this creature can't learn this ability. Just wanted to see if there's anyway to change that.
