Where i can change spells cast time ? i want to make minimum time of cast spells

So I can tell you from experience that changing the cast times on spells isn't that simple. It causes alot of problems with text on the spells and its generally not supported as something anybody helps out with on here. Because it involes alot of database editing that can mess up the server quite easily.
