How is the honor system really working? Does someone know?

I've killed 15 people to earn Private, but it doesn't show up. And does it automaticly reload into maintenance day when restarting the server? Is there a way to restart without trigger maintenance?

 

Do anyone have a clue what's wrong or what to do?
