So, yea and no to it being a bug. This Npc Entry 19918, should be a dragon flying above. They should be scripted to land then cast an aura befor running into the instance portal.

Try and clone the database from git again. The current base install version is Rel22_02_024, and should only be applying Rel22_02_025 and up. -
